It was Gavin who placed it on Trevor and Kooper, which in turn prompted Teeg to place it on Stell and then his brothers.

@Rket he didn't technically touch the m'fiya, placing compulsion is not the same as removing/muting an m'fiya. I forget which book but that was explained. The fact that they are compelled to forget Bree obviously means they will not be together as long as the compulsion remains but if it is the m'fiya is still there, which is also why every now and then they feel like something is missing... It is their m'fiya making itself known.
