I think Norian will twist the rules to suit himself. After all, Lissa couldn't avoid getting sent out on missions and she is actual ruling royalty, not to mention mated to him. I think he will continue to push the limits of Lissa's forgiving nature, for what he sees as the greater good of course.
The only alliance royalty marriage that can be claimed currently for Reah is Tory through Lissa. Kirifin, last I read, is not part of the alliance. I may have missed something, but I vaguely remember some conversation back when Lissa first got put back together and they needed help. They were not part of the RAA. However, if the Royalty rule is overall Alliance based, Tory should be able to get her out of her conscription.
I was just rereading Demon Lost and Kifirin is in the Alliance now. It was when Reah was at Lissa's beach house and still in High Demon form. She did not know what High Demon was but the Alliance calls High Demons 'Kiffs'.
Norian (and the ASD/RAA) wants a certificate of marriage. Reah (at this time) doesn't have that with Tory. You'll see soon enough how that plays out....
Just to touch on "For the greater good" ... that is total BS ... if you have to insert that in any argument you have already lost. Each persons rights are worth exactly the same as any others ... to deny someone their rights is the same as slavery and should elicit the same response ... immediate, full, and unrestrained justice.

Thanks for the clarification on the official wedding certificate being needed. So, it will be interesting to see how that plays out.
